The Finance and Administrative Services department has received several professional awards for the quality of its financial reports and budget documents produced by department staff and procurement practices.

The Certificate of Achievement for Excellence in Financial Reporting is awarded by the Government Finance Officers Association of the United States and Canada (GFOA). The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management. The Comprehensive Annual Financial Report (CAFR) has been judged by an impartial panel to meet the high standards of the program including demonstrating a constructive "spirit of full disclosure" to clearly communicate the City's financial story and motivate potential users and user groups to read the CAFR.
With the FY 2016-17 award, the City has received this honor for 28 consecutive years.
The Distinguished Budget Presentation Award is awarded by the Government Finance Officers Association of the United States and Canada (GFOA). This award represents a significant achievement and reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting. In order to receive the budget award, the City's budget document must satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well the budget serves as a policy document, a financial plan, an operations guide and a communications device.
This is the 24th time that the GFOA has presented the City with a Distinguished Budget Presentation Award for the 2016-17 annual budget.
The Excellence in Operating Budgeting award is presented by the California Society of Municipal Finance Officers (CSMFO). In order to receive an award, the City's budget must satisfy state and nationally recognized guidelines for effective budget presentation. This is the 31st year that the City has been awarded the CSMFO Excellence in Operating Budget Award for the 2016-17 Budget.
The City’s Purchasing Section has been awarded the 2015 Achievement of Excellence in Procurement by the National Purchasing Institute. The National Purchasing Institute (NPI) is designed to establish cooperative relationships for the development of efficient purchasing methods and practices in the areas of governmental, educational, and institutional procurements.
The Achievement of Excellence in Procurement (AEP) was created to recognize organizational excellence in public procurement and is awarded annually. This prestigious award is earned by those organizations that demonstrate excellence by obtaining a high score based on standardized criteria. The criteria are designed to measure innovation, professionalism, productivity, e-procurement, and leadership attributes of the procurement organization.
The City of Mountain View is only 1 of 50 governmental agencies in California and only 1 of 66 cities in the United States and Canada to receive this award. The City of Mountain View has received this AEP award for 14 years.
