The Community Development Department is responsible for the review of development and building activity to ensure compliance with zoning and building codes, economic development goals, General Plan policies, the California Environmental Quality Act (CEQA) and community values. The Department assists the community in establishing land use plans, affordable housing and neighborhood programs and ensures the quality of new projects through the design and development review process. 

Community Development Director 

Aarti Shrivastava joined the City as Assistant City Manager/Community Development Director in February 2019. She has over 20 years of experience in the public and private sectors in the areas of architecture and urban planning, including ten years as the Community Development Director and later as Assistant City Manager at the City of Cupertino. Aarti also served as Principal Planner and later as Planning Manager in Mountain View from 2004-2009.

She has received planning awards from the American Planning Association at the State and Regional level. She received her certification from the American Institute of Certified Planners in 1996.
