Cuesta Water Main Incident
About Mountain View's Water Supply
The City of Mountain View continues to perform water quality tests citywide meeting State requirements. The water is safe for drinking and other uses throughout Mountain View. The only exception is for homes in the affected area, located north of Cuesta Park, which have been issued a "Boil Water" notice.
Latest Incident Update
5:30 p.m. Friday, May 15, 2026: Cuesta Water Main Incident
Water Samples Taken Near Home Meters Clear of Bacteria; Bacteria Traces Continue at One Hydrant Site
On Tuesday, May 12, water samples taken at street-side service lines near the water meters at homes in the affected area, north of Cuesta Park, came back clear of bacteria. The fire hydrant near 679 Drucilla Drive tested positive for bacteria and has been disconnected from the system as testing continues.
Pipeline Pigging is Complete; Disinfection and Testing Continue
On Thursday, May 14, the City of Mountain View completed the “pipeline pigging” along Drucilla Drive and Carla Court. This mechanical pipeline cleaning method utilized multiple “pigs” through the pipeline from several access points located along Drucilla Drive and Carla Court.
In the morning of May 15, another “super chlorination” process was underway to disinfect the pipeline, which is required after pipeline pigging. Water samples will be taken following the disinfection and again after the end of the pipe is reconnected at Drucilla Drive and Montalto Drive. The reconnection of the pipe will involve construction activity and an intermittent closure of Montalto Drive on Saturday, May 16.
This multi-step process of pipe disinfection, reconnection, testing, assessment, and coordination with the State Water Board is expected to take three to five days.

Past Updates
6:00 p.m. Wednesday, May 13, 2026: Cuesta Water Main Incident
Road Closure Alert During Mechanical Pipeline Cleaning
On Thursday, May 14, the intersection of Drucilla Drive and Montalto Drive will be intermittently closed to general traffic from approximately 7:00 a.m. – 7:00 p.m. Residents living on Drucilla Drive and Carla Court will be allowed to enter and exit through the closure.
The roadway closure will allow for the mechanical cleaning of the pipes—called “pipeline pigging”—along Drucilla Drive and Carla Court. A foam “pig” device, similar in shape to a large earplug, is inserted into the pipe. The device is then pushed through with water pressure. This will be done repeatedly and from several different insertion points. This method of pipeline cleaning is being done to clean out any possible foreign material in the pipe.
Water Sampling Continues
On May 13, the City increased the number of water samples taken and used varied locations, including street-side service lines in the affected area. Test results are expected on Thursday, May 14.

Next Steps for Restoring Safe Drinking Water in Affected Area
The “super chlorination” of the pipe on Drucilla Drive and Carla Court has concluded. Sample results indicate that the pipe has been properly disinfected, with no bacteria remaining post-disinfection.
As a result, construction started on Monday, May 11, to reconnect the water pipe at both ends of Drucilla Drive (at Leona Lane and Montalto Drive) to restore full water service to the 21 affected households. This pipe reconnection work is anticipated to conclude this evening.
Following the pipe reconnection, another sample will be taken for verification that no bacteria are present. Sample results have a turnaround time of approximately 24-30 hours.
Update on Emergency Water Supplies and Temporary Lodging Program
Once residents, who live north of Cuesta Park, have performed their household flush and no longer need the bottled water delivery, they should call Water World at 408-641-5440 to cancel the service before placing all empty bottles out to for pickup. If residents place bottles out without canceling, Water World will continue to exchange empty for new bottles until May 13th.
For the 46 homes that had their boil water restrictions lifted, Water World will perform the final pickup for all bottles on Wednesday, May 13.
For the remaining 21 homes under boil water restrictions, Water World is scheduled to perform the final pickup for all bottles one week after the Boil Water order is lifted.
The City does not anticipate that the Boil Water order will be lifted earlier than Wednesday, May 13. As a result, the City’s Temporary Lodging Program will remain available to affected residents who live in the impacted area through Tuesday, May 12 (checkout on Wednesday, May 13).
About the Water Main Incident

Boil Water Restriction Lifted for 46 Homes and Remains in Place for 21 Homes
On Wednesday, May 6, the City of Mountain View, in coordination with the California State Water Resources Control Board, lifted the “Boil Water” notice for 46 of the 67 homes impacted by a water main contamination breach, north of Cuesta Park. The water line serving these homes continues to test clear for coliform bacteria. View the “Termination of Boil Water Notice for Select Residences.”
The remaining 21 homes, located on Drucilla Drive and Carla Court, remain under a “Boil Water” notice until further notice.
View a map of the area below (or view map here), showing the homes that remain under a “Boil Water” notice and those homes for which the “Boil Water” notice has been lifted.
21 Homes in Drucilla Drive/Carla Court Area
Residents in 21 homes on Drucilla Drive (between Leona Lane and Montalto Drive) and Carla Court should continue to follow boil water restrictions due to the latest test results continuing to show low levels of coliform bacteria in the water line serving their homes. This means tap water must be boiled for at least 1 minute before drinking, food and drink preparation, making ice, brushing teeth, and other consumptive uses. Bathing, showering, hand washing, and running a dishwasher and a clothes washer are approved for use with water directly from the tap.
The “super chlorination” process is now underway for the pipeline that serves the Drucilla Drive/Carla Court area. The duration of the work will depend on test results following the chlorination process. The City will keep affected residents updated on the schedule as more information is available.
The City will continue to provide hotel, meals and incidentals, and shower resources for these homes through Sunday, May 10 (hotel checkout available through Monday, May 11). Water delivery will continue through Wednesday, May 13, with extra days provided to ensure a smooth household transition.
46 Homes Outside the Drucilla Drive/Carla Court Area
The “Boil Water” notice has been lifted for 46 homes outside of Drucilla Drive and Carla Court. It is recommended that these households perform another flushing of the in-home water lines and fixtures, starting with the front yard spigot, prior to consuming water from your tap. For flushing instructions, see HERE.
The City is providing plumbing services for those who need assistance with the flushing process. If you need assistance, please email WaterQuality@mountainview.gov or call 650-903-6081.
Due to the return to full water service for these 46 households, changes are coming to the emergency resources provided by the City.
- Wednesday, May 6, is the last night for temporary lodging paid for or reimbursed by the City.
- Wednesday, May 6, is the last day for meal and incidental expenses reimbursement.
- Wednesday, May 13, is the last day for drinking water, delivered by Water World.
Addressing Water Bill Concerns for Affected Residents
The City recognizes that homes affected by the water main emergency are experiencing increased water usage due to the need to flush household pipes and fixtures as part of the restoration of water service. The City will provide a 100% credit for water and sewer services for the entire two-month bill that includes the emergency period beginning on April 24, 2026. Residents can expect to receive this credit in the bill arriving in early July.
The bill for the two-month billing cycle prior to the emergency period is arriving soon. This bill reflects water usage and charges for between Feb. 10 and April 8, 2026, and does not include a credit.
For questions or concerns, utility customers from the impacted area can contact the City’s Utility Billing team at RevenueStaff@MountainView.gov or 650-903-6317, option 1.
Reports of Sediment in Tap Water
The City regularly tests for water quality parameters to ensure drinking water compliance.
One parameter is “turbidity,” which is suspended particles in the water. Over time, it is not unusual for suspended particles to clump together to form sediment, which naturally falls to the bottom of the pipe. When pipes are flushed (especially with the very large flushing operations from last Thursday night/Friday morning), sediment can be stirred up into the main water stream.
In addition, some types of household plumbing, especially galvanized pipelines, can corrode over time and produce sediment at plumbing fixtures.
If sediment is coming out of your fixtures, it is recommended that you flush the pipes until the water runs clear.
For questions or concerns about sediment in your tap water, please call 650-903-6081 or email WaterQuality@mountainview.gov.

6:40 p.m. Monday, May 4, 2026: Cuesta Water Main Incident
Temporary Water Shutoff for 18 Homes in Impacted Area
In preparation for a “super chlorination” of the pipeline serving the Drucilla Drive/Carla Court area (Drucilla Drive between Leona Lane and Montalto Drive and all of Carla Court), there will be an approximate 6-hour water shutoff Wednesday, May 6, 9:00 a.m.-3:00 p.m.
The water shutoff allows West Valley Construction Co., the City’s contractor for this project, to establish temporary water lines so that each of these homes has access to water during a “super chlorination” process of the pipeline. The City of Mountain View will turn off the water for 18 homes on Drucilla Drive and Carla Court. View the Construction Notice. City crews will go door-to-door to notify affected households in advance of this brief water shutoff.
This “super chlorination” process is intended to address the presence of low levels of coliform bacteria, which appear to be concentrated in the water line serving homes on Drucilla Drive and Carla Court.
In coordination with the State Water Resources Control Board, the City is exploring the possibility of lifting the “Boil Water” notice for homes that are not on Drucilla Drive and Carla Court.
Boil Water Tips
Tonight, the “Boil Water” notice remains in effect for all 67 affected homes located just north of Cuesta Park.
The residents in the affected area (see map below) should not use their tap water for drinking and cooking unless it has been boiled for at least 1 minute first.
For more details, visit the Boiled Water Approved Uses webpage or watch this City video.

9:15 p.m. Sunday, May 3, Update #2
“Super Chlorination” for Drucilla Drive and Carla Court
As reported in the Sunday, May 3, 3:55 p.m. Update, test results continue to show coliform bacteria in the water line serving homes on Drucilla Drive and Carla Court.
Through Emergency Declaration procurement procedures, the City of Mountain View has engaged West Valley Construction Co., Inc., to begin the process for a “super chlorination” of the pipeline serving the Drucilla Drive/Carla Court area (Drucilla Drive between Leona Lane and Montalto Drive and all of Carla Court). This section of the pipeline serves 23 households.
The “super chlorination” process will involve the following steps:
- Establish temporary water lines so that each house on Drucilla Drive and Carla Court has access to water during the chlorination period. Note: the “Boil Water” notice will still be in effect.
- Excavate a hole to physically disconnect and isolate the water pipe at both ends of Drucilla Drive (at Leona Lane and Montalto Drive).
- Inject a high concentration of chlorine into this closed section of water pipe.
- Let the chlorine remain in this section for 24 hours.
- Check whether the residual amount of chlorine in the pipe remains within standard levels.
- Discharge the chlorinated water in the pipe to the sanitary sewer system.
- Flush out the pipe section to rid excess chlorine above drinking water standards.
- Take two rounds of water samples for bacteria, 12 hours apart, with results available in approximately 24 hours from sample time.
- Once bacteria sampling results reflect that the pipe has been properly disinfected, reconnect the pipe ends at Druscilla Drive/Leona Lane and Druscilla Drive/Montalto Drive.
This work will only be done in the Drucilla Drive/Carla Court area, which is the location of recent positive tests for bacteria.
The work will begin Monday, May 4, in the morning. The duration of the work will depend on the results of the test of chlorine residual levels at Step 5 AND the test for the presence of bacteria at Step 8. The City will keep affected residents updated on the schedule as more information is available.
During the chlorination and testing process, water service will be maintained to the Drucilla Drive/Carla Court households through a temporary connection from a hydrant and above-ground lines. The “Boil Water” notice will remain in effect, and tap water must be boiled for at least 1 minute before drinking, food and drink preparation, making ice, brushing teeth and other consumptive uses. Bathing, showering, hand washing, and running a dishwasher and clothes washer are approved directly from the tap.
For more information, view the State Water Resources Control Board’s Fact Sheet on What to Do During a Boil Water Advisory and the 3:55 p.m. Sunday, May 3, Update.
There will be a brief water shutoff to households on Druscilla Drive and Carla Court to make the transition from piped water to the temporary water system. City crews will go door-to-door to notify affected households in advance of this brief water shutoff. When the treated pipe segment is cleared to return to service, the Drucilla Drive/Carla Court households will be removed from the temporary above-ground water service and reconnected to the street main.
Druscilla Drive and Carla Court will remain open to through-traffic.
Other homes in the impacted area, north of Cuesta Park, will not be impacted by this work. The existing water service and existing “Boil Water” notice remain in place.
