North Bayshore Transportation Demand Management (TDM) Guidelines

Residential and Non-Residential

In 2021, the Mountain View City Council approved recommendations from the North Bayshore Circulation Study that addressed, in part, updates to the North Bayshore Transportation Demand Management (TDM) Guidelines.  These guidelines have been provided for several years in support of the TDM requirements in the North Bayshore Precise Plan.  The attached updated guidelines incorporate new direction for measuring the gateway trip caps and calculation of individual trip caps.  They also reflect provisions from recent State legislation and provide for coordination with a future citywide TDM ordinance.  

These guidelines include guidance for both residential and non-residential projects.  They are advisory and are intended to assist project developers in preparing a specific TDM Plan, which would be an element in a project submittal.  They apply only to projects within the limits of the North Bayshore Precise Plan.
