The North Bayshore Precise Plan, approved in 2017, contains development standards, such as setbacks and height limits; FAR and density limits; allowed land uses (including new housing provisions); and architectural design guidelines.
The Precise Plan also establishes transportation goals and identifies new public facilities and funding for transportation improvements. Key transportation goals include maintaining peak vehicle trips below the capacity of the three gateway access streets (see map) into North Bayshore. This would be accomplished by achieving a Single-Occupancy Vehicle mode share of not more than 35-40%, requiring effective TDM programs, and implementing projects to support mode shift (including improvements for active transportation and traffic operations). The Precise Plan does not include provisions to add vehicle capacity.
On June 13, 2023, the City Council approved the North Bayshore Master Plan to create a new mixed-use neighborhood in North Bayshore.
Transportation policies and strategies for the Precise Plan and the Master Plan were updated through the North Bayshore Circulation Study, approved by the City Council on December 7, 2021. This study updated gateway trip cap policies, mode share goals, Priority Transportation Improvements, and TDM Guidelines. The Circulation Study also complimented the Multimodal Transportation Analysis (MTA) that supported approval of the North Bayshore Master Plan.

- Shoreline Corridor Improvements - Shoreline Boulevard is a critical access route into North Bayshore and the central artery for the housing and office development in the Google Master Plan. Initial planning for the corridor (Shoreline Boulevard Corridor Study - 2014). Several improvements were identified that are nearing implementation.
