South Bay Salt Pond Restoration Pond Project at Pond A1 - Material Import

The U.S. Fish and Wildlife Service, the California State Coastal Conservancy, and Ducks Unlimited will begin the initial construction phase of the South Bay Salt Pond Restoration Pond Project at Pond A1, located immediately north of Shoreline Park and east of Charleston Slough. Pond A1 will be restored from open-water ponds enclosed by levees to tidal marsh by allowing sediment to settle in the pond so marsh plants can establish. The project will establish tidal marsh habitat, construct new habitat islands and improve existing levees. In this initial construction phase, the contractor will establish an access route and construct a new temporary access ramp at the northern limit of Shoreline Park, adjacent to the Bay Trail, for material transport to the project area in Pond A1.

Pond A1 Access Route

To access Pond A1, trucks will be traveling along San Antonio Road, onto Terminal Boulevard, and then into Shoreline Park on paved trails. Daily interruptions and closures to sections of Shoreline Park trails (including a section of the Bay Trail) are expected between 7:30 A.M and 4 P.M weekdays.

The Bay Trail and most Shoreline Park trails will be accessible when no hauling or construction is occurring. A short section of Shoreline Park trail will be closed during times when material is being actively delivered to the pond. Temporary signs and flaggers will be placed at the Bay Trail, at relevant Shoreline Park trails, and at the Terminal Boulevard entrance to manage truck traffic and trail user access.

Pond A1

Bay Trail Closures – South Bay Salt Pond Restoration Project at Pond A2W

The U.S. Fish and Wildlife Service, the California State Coastal Conservancy, Ducks Unlimited, and the City are constructing the South Bay Salt Pond Restoration Project at Pond A2W, located immediately north of Shoreline Park and west of Stevens Creek. The project restores Pond A2W from open-water ponds currently enclosed by levees to tidal marsh by allowing sediment to settle and supporting growth of native marsh. Key project components include restoring tidal marsh habitat, constructing new habitat islands, and improving trail access. In addition, the project raises a section of the Bay Trail and install new buried erosion protection along the City’s shoreline to mitigate infrastructure risks from coastal erosion and rising tides.

The section of trail highlighted in red is closed from July 2025 until the Bay Trail raising construction is completed in December 2025. There is additional trail closure, highlighted in orange, from August 2025 to December 2025, while the new erosion protection is being installed. The City will update the trail closure plan as the construction progress. Please use an alternate trail route during the closures.

 

Downtown Utility Improvements

The Downtown Utility Improvements will relocate the City’s existing water transmission main within the Moffett Boulevard and Central Expressway intersection.  See map below.

Construction has commenced, including the installation of a 12-inch water main on Moffett Boulevard across the Adobe Building parking lot.  To support this portion of the work, minor traffic impacts will occur on Castro Street just south of Central Expressway between 9 a.m. and 3 p.m. However, vehicular traffic and access from West Evelyn Avenue to north Castro Street, Moffett Boulevard, and Central Expressway will be maintained.

Upcoming work includes trenching for the new transmission main within Central Expressway starting early February 2025 and extending to Elmwood Street, Jackson Street and Central Avenue in March.  Construction is scheduled to complete in late summer 2025.

Castro Street Closed at Central Expressway

Access to southbound Castro Street toward downtown from Central Expressway and Moffett Boulevard is closed to vehicles. Detour messages are posted on Moffett Boulevard and Central Expressway routing traffic onto Shoreline Boulevard to access downtown.

This closure is a safety measure to prevent vehicles queuing up onto the Caltrain railroad tracks. The bicycle and pedestrian crossings of Central Expressway and Caltrain tracks will remain open for bicycle and pedestrian access to downtown and the Transit Center. Outbound traffic on northbound Castro Street from Evelyn Avenue to Central Expressway remains open.
