Water and Sewer Main Replacement

In 2023, the City of Mountain View has replaced City water and sewer mains along Miramonte Avenue. This work has been completed in advance of repaving to ensure that subsequent roadway improvements achieve maximum benefits.

Phase 1: Miramonte Avenue Improvements Project (CIP 20-01) (Segment B)

The Miramonte Avenue Improvements Project (Capital Improvement Program #20-01) will enhance pedestrian, bicycle and school access while also reconstructing the roadway pavement along Miramonte Avenue between Cuesta Drive and Castro Street. View the Final Plans for Segment B. Improvements include:

  • 4-to-3-lane road diet (removal of one car lane in each direction)
  • Accessible curb ramps
  • High-visibility crosswalks
  • Rectangular rapid flashing beacons at Hans Avenue
  • Buffered bicycle lanes (class IIB)
  • A two-way protected bikeway between Castro Street and Hans Avenue, adjacent to Graham Middle School
  • Restriping of all lane markings for cars, bikes and pedestrians

Staff presented to the Council Transportation Committee on Segment B on May 15, 2023. The memorandum and materials are available on Legistar.

Staff presented to the City Council on Segment B on June 27, 2023. The council report and materials are available on Legistar.

Phase 2: Miramonte Complete Streets Study (CIP 23-31)
(Segments A and C)

After completing repaving and complete streets improvements in Segment B, the City plans to resurface and restripe Segment A, enhance safety and multimodal access and provide a cohesive corridor-wide design that aligns with Miramonte Avenue Phase 1 improvements.  Staff obtained a VTA 2016 Measure B Planning grant to develop preliminary design concepts for Segment A (Castro to El Camino) as well as Segment C (Cuesta to Los Altos City limit). This preliminary design study will commence in Spring 2024. After preliminary design is complete, staff will commence engineering design for repaving and corridor improvements in Segment A.  Construction funding for Segment C will be considered as part of the development of the next Capital Improvement Program (FY 2025-26 CIP).

Community Outreach Events

Community members were invited to take an Online Survey which was open from July 17 to August 29. Residents reviewed the draft design concept for Segment B and provide feedback. Over 40 signs were posted along the corridor from early July to late August 2025 to advertise the survey. Postcards were sent to all addresses with 750' of Miramonte in Segments A, B and C. City staff flyered car windshields on three occasions, and went door to door to businesses between Park Drive and El Camino Real leaving palmcards. The survey was also announced via email and on social media.

Staff presented at the Bicycle and Pedestrian Advisory Committee (BPAC) meeting on Wednesday, August 27, 2025 and received feedback from the public and the committee. The memorandum and materials from this meeting are available on Legistar.

Staff presented at the Council Transportation Committee on Segment A, on September 9, 2025. The memorandum and materials from this meeting are available on Legistar.

Staff presented at the Bicycle and Pedestrian Advisory Committee (BPAC) meeting on December 12, 2024 with an update of community feedback received together with key takeaways from data collection on speed, the count of cars through the corridor (ADT), turning movement counts, and on-street parking utilization. The memorandum and materials from this meeting are available on Legistar.
