Mobile Home Rent Stabilization Ordinance
On October 28, 2021 the Mobile Home Rent Stabilization Ordinance (MHRSO) became effective. In September of 2022 the City of Mountain View made some changes to the MHRSO. The Rental Housing Committee is tasked with administration and implementation of the MHRSO and adopted Regulations to further detail certain key components of the MHRSO.

Key Elements of the MHRSO
- Rent increases are limited.
- All rent increases during a tenancy are limited by law to a certain percent every year. Each year, the Annual General Adjustment (“AGA”), which is the maximum percent that rent can be raised, is set by the Rental Housing Committee. Beginning in 2025, the AGA will be 60% of the rise in the Consumer Price Index of the Bay Area region from February to February of each year. Additionally, the AGA shall not be more than three percent (3%).
- Evictions are restricted to 9 reasons (Just Causes) for mobile home tenants. Mobile home owners are protected from evictions under State Law.
- Tenant relocation assistance is required to be offered for some types of evictions.
- Properties must be livable, healthy and safe.
- Housing services must be maintained.
- Property owners are entitled to earn a fair rate of return on their investment.
Mobile Home Park Conversion Ordinance and Zoning Codes
The City of Mountain View's City Council adopted a Mobile Home Park Conversion Ordinance and zoning codes to regulate mobile home park closures and/or conversions.

The State of California's Department of Housing and Community Development regulates mobile home parks via the Mobilehome Residency Law. The Law outlines a wide range of regulations for parks including the following.
