Zoning and General Plan Consistency with Site Inventory

HE Program 1.1g

In April 2023, the City Council adopted the City’s 2023-2031 Housing Element. This document includes a list of implementation programs to further the City’s housing goals. The Housing Element included implementation Program 1.1.g. (Zoning Ordinance Update for Consistency with State Laws) which requires updates to the Zoning Ordinance and General Plan to:

“Ensure zoning and general plan for all sites is consistent with the Housing Element site inventory and pipeline projects.

The following areas will be rezoned:

  • Leong Drive and Fairchild Drive properties at the west end of the Evandale Precise Plan (up to at least 43 DU/ac) – the rezoning will also identify which sites will have required neighborhood commercial;

  • 1702 Miramonte, 777 Cuesta Drive, and 1949 Grant Road (up to a least 30 DU/ac);

  • Moffett Boulevard (up to at least 1.85 FAR, approximately 72 DU/ac) – the rezoning will also identify which sites will have required neighborhood commercial;

  • 677-699 Calderon Ave (up to at least 30 DU/ac) – with required neighborhood commercial;

  • Mountain View Transit Center (up to at least 75 DU/ac) -- in addition, the City will continue to work with and facilitate Caltrain in the development of residential on this site, possibly with other uses.”

The process will include the following key steps:

  • Review Proposed Approach: Propose potential updates to Chapter 36 (Zoning) of the Mountain View City Code (Zoning) and/or the City’s General Plan to implement the Program. This step will include reviewing the proposed approaches with the Environmental Planning Commission (EPC) and City Council (Q1 2025).

  • Draft Amendments and Conduct CEQA: After the discussions with the EPC and City Council, staff will draft the proposed amendments and conduct the environmental review analysis for the project (Q2 and Q3 2025).

  • Adopt the Zoning and General Plan Amendments: Finally, staff will return to the EPC and City Council with the amendments for adoption (Q4 2025).    

Public Meetings

This project is tentatively scheduled for the following upcoming public meetings:

  • January 27, 2026 - Second Reading, City Council Public Hearing to review proposed Zoning text amendments. 

Meeting agenda, staff report and materials will be posted at mountainview.legistar.com the Friday prior to the public meeting date and will include information on meeting location, format, and how to participate.

Prior Meetings

The following prior meetings have occurred: 

  • December 16, 2025 - City Council Public Hearing (See Item 6.1) - Review proposed General Plan, Precise Plan, and Zoning text amendments. 
  • November 5, 2025 - Environmental Planning Commission Public Hearing (See Item 5.1) - Review proposed General Plan, Precise Plan, and Zoning text amendments.
  • February 11, 2025 – City Council New Business (See Item 7.1) - Review of program implementation approaches.
  • January 15, 2025 – Environmental Planning Commission New Business (See Item 5.1) - Review of program implementation approaches.
