In June 2022, Greystar submitted an application for a Planned Community Permit, a Development Review Permit with a State Density Bonus request with development waivers, a Heritage Tree Removal Permit, and a Parcel Map to demolish an existing bank, restaurant, and surface parking lot in order to construct:
- a new 6-story, mixed-use development with 299 residential apartment units,
- 22,337 square feet of ground floor retail, restaurant, and bank space,
- at-grade podium parking with two levels of underground parking,
- removal of 26 Heritage Trees, and
- combine existing lots into one lot.
The 3.1-acre project site is located on the southeast corner of West El Camino Real and Castro Street in the P-38 (El Camino Real) Precise Plan.
Public Meeting
This project will be heard at the following public meeting:
- An Environmental Planning Commission public hearing on Wednesday, October 15, 2025 at 7 p.m., or as soon thereafter. The staff report materials and ways to participate in the meeting are available on the posted agenda.
Meeting agenda, staff report and materials will be posted at mountainview.legistar.com the Friday prior to the public hearing date and will include information on meeting location, format, and how to participate.

Environmental Review
As the Lead Agency, the City of Mountain View prepared a Draft Environmental Impact Report (EIR) per the California Environmental Quality Act (CEQA) guidelines. A Notice of Preparation was released and responses were received by March 30, 2023 and a public scoping meeting was held on May 24, 2023 to get input on the content of environmental review. A Notice of Availability of the Draft Environmental Impact Report was released for a 45-day public review and comment period, which concluded on April 25, 2025.
The City has prepared a Final Environmental Impact Report which includes written responses to comments received during the public review and comment period for the Draft EIR. Due to the large volume of text contained in the Draft EIR and its appendices, the Response to Comments/ Final EIR does not contain the full text of the Draft EIR, which remains available in a separate volume and is included by reference.
