Charleston Plaza Gatekeeper

2400 Charleston RoadOn November 19, 2025, Presidio Bay submitted a request for a General Plan Amendment from Industrial/Regional Commercial to Mixed-Use Corridor, a Zoning Map Amendment from MM-40 (General Industrial) to a P (Planned Community) zoning district to allow: 

  • Two eight-story rental buildings containing 351 rental units and groundfloor commercial uses; 

  • One eight-story mixed-use building with 125 residential condominium units and ground floor commercial uses, including a 7,500 square foot child care facility; 

  • One 10-story parking structure with groundfloor commercial; 

  • An 11-story commercial office building with three levels of podium parking; 

  • Removal of 16 on-site Heritage Trees; 

  • Proposal of a 1.7-acre POPA (privately owned publicly accessible open space); and 

  • Vesting Tentative Map to create five parcels associated with the development.  

The 10.45-acre project site is located north of Charleston Road, between Industrial Avenue and US 101 freeway.  

This project application submittal follows a City Council Gatekeeper meeting. On September 10, 2024, City Council had authorized 2400-2470 Charleston Road to proceed with amendments to the General Plan and Zoning designations to allow a mixed-use development at Charleston Plaza Shopping Center. Additional study sessions will occur as the project progresses.
