 MBPP MAP 2025

The Moffett Boulevard Precise Plan Project was identified as one of the City’s Strategic Priorities in the Fiscal Year 2023 – 2025 Work Plan. The project will implement the “Change Area” goals, policies, and land uses in the Mountain View 2030 General Plan, which envisioned a revitalized corridor with a mix of land uses, functioning as an important gateway to the City’s Downtown. In addition, the project is required based on the City’s adopted and certified 2023-2031 Housing Element (Program 1.1(g)c.). 

The process will include the following key steps:

  • Fall 2023: Council Study Session – Project goals and approach. 
  • Spring 2024: Consultant selection (MIG). 
  • Summer 2024: Visioning outreach and existing conditions analysis. 
  • Late 2024: EPC and Council Study Sessions - Visioning Framework and project boundary. 
  • Early 2025: Land Use Alternatives and Streetscape Design outreach. EPC and Council Study Sessions to select preferred Land Use Alternative and streetscape priorities.
  • Mid to Late 2025: Analysis of Council’s preferred Land Use Alternative and streetscape improvements, and prepare Precise Plan Policy Framework.
  • Late 2025 to Mid 2026: Draft and final Precise Plan and environmental documentation.

Public Meetings

This project will be heard at the following public meeting:

  • September 8, 2025 - Scoping Meeting to take verbal comments regarding the scope and content of the Draft EIR.  Virtual meeting only (Notice)

Meeting agenda, staff report, and materials will be posted at mountainview.legistar.com the Friday prior to the public hearing date and will include information on meeting location, format, and how to participate.

Prior Meetings

The following prior meetings and workshops on the project have occurred:

  • November 14, 2023 - City Council Study Session to provide input on the project Scope of Work.
  • April 23, 2024 - City Council Public Hearing to appropriating a project budget and selection of consultant. 
  • August 28th, 2024 - Visioning Workshop (see collaborate.mountainview.gov for workshop materials). 
  • October 16, 2024 - Environmental Planning Commission Study Session to discuss the visioning framework. 
  • November 19, 2024 - City Council Study Session to discuss the visioning framework and project boundaries. 
  • March 3, 2025 – Land Use and Streetscape Alternatives Workshop (see collaborate.mountainview.gov for workshop materials). 
  • March 19, 2025 - Environmental Planning Commission Study Session to discuss preferred land use alternatives and streetscape priorities. 
  • April 22, 2025 – City Council Study Session to discuss preferred land use alternatives and streetscape priorities. 

Environmental Review

As Lead Agency, the City of Mountain View will conduct environmental review for this project in accordance with the California Environmental Quality Act (CEQA). Materials will be posted on this website when available.
