Pursuant to the procedures outlined in Section 36.44.75 (Administrative approval for qualifying housing developments subject to Public Resources Code Section 21080.66) of the City Code, the Community Development Director is authorized to review and administratively approve applications for qualifying housing developments, without a hearing, unless a hearing is specifically requested pursuant to the noticing procedures of Section 36.44.75 of the City Code.

Qualifying housing development projects are those that meet all applicable criteria for a statutory exemption from the California Environmental Quality Act (CEQA) pursuant to California Public Resources Code Section 21080.66, as authorized by Assembly Bill (AB) 130, enacted in 2025.

Community Development Director hearings, if requested by a member of the public for a specific development application, are held on an as-needed basis to consider development and other associated permits for a qualifying housing development project pursuant to the procedures in Section 36.44.75 of the City Code. The Community Development Director will consider all written or verbal comments prior to taking final action on a project. The Community Development Director’s decision(s) may be appealed to the City Council within 10 calendar days following the date of emailing or mailing the notice of the decision to the applicant.
