At the June 10, 2025 City Council meeting, the Mountain View City Council adopted the Pathways to Housing – Homeless Response Strategy Implementation and Expenditure Plan. The Plan serves as a roadmap for addressing homelessness for the next seven to 10 years through actionable goals, strategies and a plan for expenditures and implementation.

The Plan focuses on the following:

  • Promotes regional collaboration and coordination in addressing an issue that crosses city boundaries and is countywide;
  • Leverages the City’s existing resources;
  • Considers the severe shortage of affordable housing for implementing a multi-pronged approach to address homelessness and housing insecurity; and
  • Strives to achieve “functional zero” for all unhoused populations to prevent homelessness whenever possible.

While not a primary provider or funder of homeless programs and services, the City has identified several focus areas with the County of Santa Clara’s Supportive Housing System to strategically invest resources to better serve Mountain View residents. These focus areas are outreach, safe parking, interim housing, case management, permanent supportive housing, and affordable housing.

The plan includes recommendations to continue funding existing ongoing programs for approximately $1 million per fiscal year.

The City’s plan aligns with the Santa Clara County Community Plan to End Homelessness.
