As the City Attorney, my job is to represent the City of Mountain View in all legal proceedings, provide advice and written opinions on legal issues pertaining to City business, attend all meetings of the City Council, prepare city ordinances and resolutions, approve all City contracts, and prosecute violations of the City Charter and the City Code.

City Attorney Biography

Jannie L. Quinn joined the Mountain View City Attorney’s Office in 1995. In 2010, the City Council appointed her as City Attorney. Jannie served as the City Attorney until her retirement in 2019.

Jannie returned in 2022 to serve as the Interim City Attorney while the City conducted a recruitment for a new City Attorney. She is currently serving as the Interim City Attorney for a second time.

Jannie received her J.D. from the University of San Diego. Jannie received a B.A. in Psychology from the University of California, San Diego.

About Us

The City Attorney is appointed by the City Council to serve as the Attorney for the City and legal advisor to the City Council.

The City Attorney hires deputy city attorneys and assistant city attorneys to assist in the discharge of assigned responsibilities. The City Attorney's Office defends and prosecutes or retains counsel to defend and prosecute all civil actions and proceedings to which the City is a party and prosecutes all criminal actions involving violations of the City Code.

The Code Enforcement unit is under the direct supervision of the City Attorney. Code Enforcement officers are primarily responsible for enforcing the City Code provisions related to neighborhood preservation.

The Office is also responsible for providing legal services in connection with the Shoreline Regional Park Community.
