COVID-19 Shelter-In-Place UPDate  


At this time, City Hall continues to be closed to the public until further notice due to COVID-19.  However, the Finance Department is continuing to provide essential services by telephone, email and online.  To minimize the spread of COVID-19, we recommend using the following methods to transact any business you may have with the Finance Department:


To pay for utility bills visit or call 1-855-288-0315.


To pay for invoices or business license renewals visit


To apply for a business license visit and click on “HOW DO I…”, then “Apply For… Business Licenses”. 

• For businesses located in Mountain View the applications will be reviewed by the Community Development Department/Planning Division.  Once the Planning Division approves your application, the Finance Department will email you the amount of tax due and payment options.

• For businesses located outside of Mountain View, the applications will be reviewed, approved and processed by the Finance Department within 3 business days.  We will email you for the amount of tax due and payment options.

Revenue processes billing and revenue collection for the City's water, wastewater, and solid waste utilities; business licenses; transient occupancy tax; utility users tax; property transfer tax; and miscellaneous accounts receivable. All monies and fees due to, or collected by, other City departments are forwarded to this section for deposit to the bank and entry into the City's financial system. In addition, this section is the Finance and Administrative Services Department's primary customer service contact point.
