Displacement Response

On October 29th, 2019 City Council conducted a study session on Options for Responding to Displacement, Major Goal work plan item 1.1. Review the Staff Memo Here.

Council supported the following five key principles to guide the evaluation/development of an integrated, comprehensive displacement response strategy:

  • Multi-Pronged and Integrated Strategy
  • Broad-Based Strategy 
  • Collaborative/Multi-Sectoral Approach 
  • Tenant-Focused
  • Unit- and Place-Based: 

Council also supported the following priority programs and policies for evaluation/modification as part of a displacement response strategy:

  • Acquisition/Preservation Program
  • Displacement Mitigation Program
  • Modify the Tenant Relocation Assistance Ordinance (TRAO)
  • Landlord-rental set aside
  • Tenant Selection Preference for Displaced Tenants
  • Potential Modifications to City Code or other Regulatory/Policy Documents

It is anticipated that a Displacement Response Strategy will return to Council for consideration in Q2 2020. This page will be periodically updated as additional information regarding this process becomes available.
