The North Bayshore Precise Plan includes a “Bonus FAR” program where proposed office development may request additional floor area ratio (FAR) in return for implementing certain performance measures. Since adoption of the Plan, the City Council has allocated office development to several properties in the Precise Plan area, and 250,000 square feet of office development remains available within the established cap. On December 7, 2021, the City Council approved amendments to the North Bayshore Precise Plan updating the Bonus FAR allocation process, directing City staff to initiate allocation of the remaining available office development.
Starting October 7, 2022, the City of Mountain View is inviting property owners within the Precise Plan’s Complete Neighborhood Areas to submit proposals for up to 250,000 square feet of net new office development. Proposals should follow the North Bayshore Precise Plan Bonus FAR Review Guidelines and must specify its compliance with Precise Plan vision and guiding principles, include on- or off-site residential uses, and should also include public benefits, such as transportation, green building, or other improvement projects.
Proposals will be accepted until January 9, 2023, at 5 pm. The City Council will review and authorize allocation of the office development in late Spring 2023. Once authorized through this process, applicants are then eligible to apply for planning permits to have their projects formally reviewed and must submit a complete application within one year from Council authorization.
