In September 2021, Google LLC, in partnership with Lendlease, submitted an application for a Master Plan to create a mixed-use neighborhood in the North Bayshore Precise Plan area. The project includes planning for:
The 151-acre Master Plan includes the area bounded by Charleston Road to the north, Stevens Creek to the east, Space Park Way to the south and Huff Avenue to the west. The plan area also includes portions of the Gateway Master Plan area located at the northwest corner of Shoreline Boulevard and the US 101 freeway northbound on-ramp. The Master Plan is located in the P-39 (North Bayshore) Precise Plan.
The applicant is also requesting a 20-year Development Agreement to accompany the Master Plan and a Vesting Tentative Subdivision Map to create 37 new parcels including 23 parcels for residential buildings with up to a total of 7,000 residential condominium units, 360 commercial condominium units, and 610 lots (including vertical airspace parcels). The intent of the Master Plan is to identify the framework of new development in the 151-acre area, including general building locations, uses, and forms, transportation improvements (including parking), utilities, and public spaces, with phased multi-year implementation.

Prior Public Meetings
As Lead Agency, the City of Mountain View will conduct environmental review for this project in accordance with the California Environmental Quality Act (CEQA). The North Bayshore Master Plan NOP was circulated for 30 days, concluding on March 30, 2022, and a public scoping meeting was held on March 14, 2022 to get input on the content of environmental review.
The City has prepared a Draft Subsequent Environmental Impact Report (SEIR) for review and comment by the public for a period of 45 days, ending on February 6, 2023.
