In January 2017, AvalonBay Communities submitted an application requesting a General Plan Map Amendment from Medium-Density Residential to High-Density Residential land use, a Zoning Map Amendment from P (Planned Community) district to R4 (High Density Residential) district, a Planned Community Permit and Development Review Permit to demolish existing surface parking lots, recreation facilities, and common amenity areas, while retaining 402 existing residential units, to construct 334 new residential units, three new subterranean parking garages, new common and private open spaces, and a new amenity building/leasing office at an existing multi-family residential complex on a 16.2-acre project site. The project also includes a request for a Heritage Tree Removal Permit to remove 117 Heritage Trees and includes the proposed dedication of 1.3-acres to the City for a future public park. The site is located on the west side of Moffett Boulevard between Middlefield Road and Cypress Point Drive in the P (Planned Community) District.

As the Lead Agency, the City of Mountain View will prepare an Environmental Impact Report (EIR) for this project. A Notice of Preparation has been released to get input on the scope and content of the environmental information to be reviewed and addressed in the project EIR.
