AvalonBay Communities submitted a development application to the City requesting a General Plan Map and Text Amendment from Medium Density Residential (13-25 dwelling units/acre) to High-Low Density Residential (36-50 dwelling units/acre), a Planned Community Permit and Development Review Permit to demolish existing surface parking lots, recreation facilities, and common amenity areas, while retaining 402 existing residential units, to construct 323 new residential units, three new subterranean parking garages, new common and private open spaces, and a new amenity building/leasing office at an existing multi-family residential complex on a 14.5-acre project site. The project also includes a request for a Heritage Tree Removal Permit to remove 51 Heritage trees and includes the proposed dedication of 1.34-acres to the City for a public park. The project site is located on the west side of Moffett Boulevard between West Middlefield Road and Cypress Point Drive in the P (Planned Community) District.
On May 10, 2022, the City Council approved the 555 W. Middlefield Road project (see Staff Report and Hearing materials - Item 6.1).
As the Lead Agency, the City of Mountain View prepared a Draft Environmental Impact Report per the California Environmental Quality Act (CEQA) guidelines. A Notice of Preparation was released and responses were received by August 9, 2019. A Notice of Availability of the Draft Environmental Impact Report was released for a 45-day public review and comment period, which concluded on August 12, 2021. A Final Environmental Impact Report for the project was prepared and circulated prior to the City Council public hearing on May 10, 2022.
