 The Below-Market-Rate (BMR) Housing Program helps address the high cost of housing in Mountain View by increasing the diversity and supply of affordable housing through the provision of mixed-income residential developments that integrate both market-rate and affordable units. The basic objective of the BMR Program is the provision of on-site affordable rental or ownership units within a new housing development.

A specific development project's BMR requirements are confirmed during the review of a Planning Application for new residential development. Visit the Planning Forms & Fees webpage for more information.  

Nonresidential Housing Impact Fee

In addition to BMR requirements for residential development, the City collects a housing impact fee for all new nonresidential development (net new square feet) in the City to provide funding for affordable housing development in the City.
