Mountain View, Calif. — After an extensive search, the City of Mountain View is pleased to announce the forthcoming appointment of Heather Glaser as the new City Clerk. The City Council intends to appoint Glaser at the March 9 meeting. She is a Certified Municipal Clerk and member of the International Institute of Municipal Clerks and City Clerks Association of California. Glaser will begin serving Mountain View on Monday, April 19 with an annual starting salary of $175,000.

Glaser brings 15 years of municipal experience, including four years as the City Clerk for the City of Malibu, following four years as Deputy City Clerk. As the new City Clerk, Glaser will serve as the City’s election official, edit and maintain City Code, act as the custodian of the City’s legislative history, administer oaths and affirmations, and execute City contracts and agreements. She will also be responsible for facilitating the conduct of business by the City Council and fulfilling legal requirements as set forth in the City Charter, Code and State Law. Glaser is also on track to complete her Master Municipal Clerk certification this month.
As the new Director of the City Clerk’s Office, Glaser will also oversee maintenance of official City records; the recruitment process for positions on boards, commissions and committees; and the public’s access to information regarding the legislative operations of City government. In addition, the Clerk’s Office provides administrative assistance to the City Council, maintains records of all Council proceedings, meets requirements regarding public postings, legal advertising, recordations and mailing of public hearing notices; and processes Assessment Districts, annexations, deeds, tax cancellations, appeals and initiative petitions. The Office also conducts City elections and administers campaign and financial disclosure laws.
Glaser will replace former City Clerk Lisa Natusch who resigned in November 2020. The City Council expresses its sincere appreciation to Interim City Clerk Silvia Vonderlinden who has provided expert assistance and a can-do attitude while the recruitment was underway.
The City Clerk is appointed by the Council. The City Manager and City Attorney are also Council appointees.
